Declaration of the IFPC Bureau
in Connection with
Ethnic Genocide in Kosovo
Federation of
Peace and Conciliation - International Non-Government
Organization with consultative status at ECOSOC and participatory status with
Council of Europe, as peaceful community all over the world, decidedly protest
again ethnic purges in Kosovo. As a result of it people dead, 3600 non-Albanian
people was expatriate from Kosovo in addition to 300 thousands Serbians leaved
Kosovo in summer 1999.
Five years
passed after that time when world politic elite took highly exhortation of USA and
NATO administration about idyllic order establishment in
Kosovo as a result of NATO bombing in Yugoslavia in
1999. Facts of elementary
breach of the minority freedom in Kosovo, demands of world community including
Russia about non-observance of Security Council UN
1244 resolution regarding Serbia sovereign rights and national minority freedom
was ignored.
Requests of Serbia to prosecute
in Hague’s tribunal on former Yugoslavia the
leaders of Liberation Army of Kosovo implicated in an outrage upon humanity and
ethnic purges in period of NATO military company in 1999 were declined.
NATO detected
the facts of ethnic genocide in Kosovo only under pressure of conclusive
evidence.
Unfortunately
the voice of world community including standpoint of International Federation
of Peace and Conciliation was not heard in time.
In 1999 at
conjuncture of war on Yugoslavia
territory, this unlawful action of NATO countries, IFPC displayed public campaign
“Stop the war in Yugoslavia!”. More then 40 public organizations took part in public
hearing on the case of legal matter of military conflict in Yugoslavia as
well as some other similar public arrangements.
IFPC distributed
by news agencies channels and by direct dispatch a number of politic declarations
and appeals addressed to partner organizations and movements
devoted to armistice and ending of the bloodshed in Yugoslavia.
IFPC energies
flow together with actions of whole world peaceful organizations and public
opinion aimed at cessation of the war in Yugoslavia.
This experience
suggests that governments
and intergovernmental
organizations have to be listened to sober voices of world community.
Also non-government
organizations should support peaceful trends of national and international nongovernmental
structures.
International Federation
of Peace and Conciliation completely agrees with recent statement of
RF President Mr. Vladimir V. Putin regarding necessity of the plan elaboration
of strong reaction to defend Serbians against ethnic purges in Kosovo, and
statement of Ministry
of Foreign Affairs of RF which read as follows: “Troubled tendencies started in
last years didn’t meet an adequate answers from UN
mission side to Kosovo and forces heded by NATO. It’s
become clear today that attempts to connive at Kosovo Albanians extremists who
trying to organize mono-ethnic society, broke through and made a serious risks
to destabilized the situation in all region.”
In current
situation IFPC thinks that without strict performance of requirements UN by
Kosovo citizenry there is no sense to have a conversation about a political
status of Kosovo.
IFPC hopes that
UN Security
Council would make an important contribution to fair peaceful settlement of
Kosovo problems and appeal for solving Kosovo problem on the basis of
recognition of existence of real threat to civilian population.
IFPC manifests
that using all their ability it would
keep standing for solid and lasting peace in Kosovo and nearest region on the
basis of respecting and equal rights guaranteed for all citizens of Serbia and
Kosovo as an integral part of the nation.
