Appeal of the International Federation for Peace and Conciliation to the public organizations and states in connection with the increasing threat of terrorism.

 

The acts of terrorism in the USA, Indonesia, Finland, hostage taking in Moscow prove the increasing threat of terrorisms aiming to destabilize the international security system.

Despite the creation of the powerful antiterrorist coalition after the 11th of September 2001 the threat if not fully realized in the modern world.

It was demonstrated obviously by the Danish government that was unable to distinguish between the public socio-cultural initiative and the mob exploiting the ethnic feelings in order to cove terrorist plans.

Although there are different evaluations of the way out of the crisis in Chechnya, it is mounting understanding in Russian society to have public accord in the fight against terrorism that exploit the suffering and disaster of the Chechen peoples that have brought up the bandits in their own house.

The cruel action of the terrorists in Moscow that is associated today with Chechnya is dangerous not only due to the threat to life of a common citizen but by the very fact of provoking the inter nation and inter confession tension in the society. This is the problem that is faced not only by Russia but all the countries targeted by terrorists.

Russian society is aware that peace in Chechnya may be restored not only and due to the military enforcement but due to the real efforts to create normal conditions for education, restoration of economic and social sphere of life.

It is obvious that formation of common understanding of the level of threat posed to any single citizen should.

Declarations that are made by the international community on the importance of the political settlement in Chechnya will be of real value if they will be transformed in active help to the full scale inclusion of the Chechen people in the multinational family of Russian peoples.

We base on the understanding that international organizations and foreign states shell fully support the consolidation of the society in its realization of political rights and freedom of the peoples. In these conditions it is absolutely impossible to support in any form the extremists’ forces and those organizations linked with them. Even more there should be practical steps with the aim to isolate terrorist and give up their ideological and financial support whatever cover they would invent.

We call you to join our efforts in struggle against terrorism and to condemn all those who support their ideologists, advocates and protagonists.

We are convinced that only by joint efforts of the international community and partners of the antiterrorist coalition based upon international unity and solidarity it will be possible to withstand the challenge of the terrorism for the civilization and to achieve peace and conciliation in the world.
